Global Antibiotic Resistance Partnership (GARP)

The Global Antibiotic Resistance Partnership (GARP) is an initiative of the Center for Disease Dynamics, Economics and Policy (CDDEP). This is a not for profit organization that conducts independent research. The program began in 2009 to address the challenge of antibiotic resistance in low- and middle- income countries.

GARP working groups are country -led with guidance and collaboration from CDDEP. Research and policy directions are driven by local data, evidence and priorities. Country partners take the lead in managing the GARP process, with support from CDDEP. The GARP-Uganda secretariat is located at Uganda National Academy of Sciences (UNAS) and the working group is a standing committee of UNAS.

GARP Phase 1 culminated in the 1st Global Forum on Bacterial Infections: Balancing Treatment Access and Antibiotic Resistance, in New Delhi, India. Since GARP Phase 2 began in 2012, national working groups have been established in Mozambique, Nepal, Tanzania, and Uganda.

The GARP secretariat at the Center for Disease Dynamics, Economics and Policy (CDDEP), in Washington, DC, and New Delhi, provides technical support to each working group, creates links within the GARP network, and involves the working groups in global discussions and policy development.

GARP Objectives

  • Assemble critical mass of local expertise with global cross-linkages and support—a permanent locus for antibiotic resistance policy development, Including all sectors: Government, Private—profit, and non-Human and animal.
  • Develop the evidence base for policy action on antibiotic resistance—local and global evidence needed.
  • Identify policy opportunities where research dissemination, advocacy, and information can have the greatest impact in slowing the development and spread of resistance
  • Reduced demand and appropriate use!
  • Human and animal use
  • Develop actionable national strategies to address the challenge of antibiotic resistance.
  • Collaborate/cooperate with like-minded global and local initiatives.
  • Do not duplicate effort!

GARP Group

Key Elements of GARP Groups

  • Working Groups in each country representing all sectors (human/animal, public/private sectors; urban/rural).
  • Affiliations with premier medical and research organizations.
  • Local coordinators. The working groups are the main agents of GARP in a country. The coordinator works for the working group, and is the only paid GARP employee in each.
  • CDDEP provides technical support and hub for global networking

The GARP Network

GARP started in 2009 and in phases, Uganda is the last one and in the 2nd phase.

  • Phase 1 started in 2009- 2012 in the following countries India, Kenya, South Africa, Vietnam.
  • Phase 2 from 2012-2014 in Mozambique, Nepal, Tanzania, and finally in Uganda.
